Summary of the House Committee Version of the Bill

HCS SB 786 -- DESIGN-BUILD CONTRACTS

SPONSOR:  Goode (Campbell)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Professional Registration and Licensing by a vote of 14 to 0.

This substitute allows contractors, whether individuals or
corporations, who do not hold a certificate pursuant to Chapter
327, RSMo, to enter into contracts to design and build projects.
Contractors cannot hold themselves out as being able to perform
those services which would be performed by an architect,
engineer, land surveyor, or landscape architect; and the actual
work must be performed by persons or corporations holding a
certificate to provide those services.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that the bill allows these
contractors to design and build directly or through
subcontractors.  This is becoming a common practice throughout
the country.

Testifying for the bill were Representative Campbell; Missouri
Builders Association; and The Missouri Bar.

OPPONENTS:  There was no opposition voiced to the committee.
